【新冷戰．經濟篇】三分天下的極權世界

「《1984》描繪極權統治下，人性的扭曲嗎？」這是大多數人對這本神作的解讀。

本來我也是這麼想。

原來早在 1945 年美國在廣島、長崎投下兩枚核彈之後，Orwell 寫了篇「你與原子彈」（You and the Atomic Bomb），預言世界將進一個漫長，而且是「沒有和平的和平時代」（peace that is no peace）。

說到這裡，相信大家都會聯想到《1984》裡的一句說話：「戰爭就是和平」（war is peace）。

Orwell 寫《1984》，不只針對蘇聯；這本書的預言是：冷戰令世界只剩下幾個超級大國，而全世界人都活在某種扭曲人性的極權。

剛才提到「你與原子彈」這篇文當中，有個非常重要的段落，提到社會學家 James Burnham 在 1941 年發表的《管理層革命》（The Managerial Revolution） ，當中是這樣講的：

「地球被三大帝國瓜分；每個帝國都自給自足，與相互之間隔絕。寡頭政權，透過不同的政治偽裝延續統治。三大帝國的勢力範圍劃分，將糾纏經年。三大帝國中的第三個，即主導的東亞的中國，卻有些變卦，暫時只是一個可能，未盡成為事實。」… the surface of the earth is being parceled off into three great empires, each self-contained and cut off from contact with the outer world, and each ruled, under one disguise or another, by a self-elected oligarchy. The haggling as to where the frontiers are to be drawn is still going on, and will continue for some years, and the third of the three super-states — East Asia, dominated by China — is still potential rather than actual…

以上三分天下極權世界的預言，不就是《1984》的故事的藍本嗎？

但在講為甚麼會出現「三分天下」之前，應該要先講 James Burnham 的《管理革命》。
